| Hi Fran.
The cheapest and best way is to buy Factory Sets. This balances
Quality and cost. If you want to build from scratch the best way
is to buy monster boxes full of commons that are mint. It's
best to stay away from a shop owner on this one for three reasons
1 They need commons for their customers
2 They are really picked over
3 They arn't mint
Plus you won't get lucky and find the occasional good card.
Give me a call I can get some private collector lots from the
error cases.

The last Donruss factory set that I opened was 1984 and all the cards
were certainly NOT mint and evenly cut. Have things changed?

| Yup, they came in individually wrapped blocks in "84 too, but the only
way they were superior to hand collated sets was the lack of wax
stains. Glad to hear they've improved quality so that you're not buying
a pig in a poke. Are the Topps and Fleer factory sets also well cut
and centered these days as well?

| Fran, the guy has 10,000-11,000 1990 Donruss cards direct from RACKS.
He wants 75.00 ( cash ). If you want I'll bring them to STOW and
you can pick them up.
