Let V be a vector space of dimension n over a finite field F. For any
v in V and any basis B = { b[1], ..., b[n] } of V, express v in terms
of B, say v = sum(a[i]*b[i], i=1..n), and define the weight wt[B](v) of
v relative to B to be the number of a[i] != 0. Hence 0 <= wt[B](v) <=
n. Find the average weight of v over all bases B of V.
