| There's a science fiction story by Rudi Rucker called "pi in the sky".
An alien artifact is discovered which has an infinite series of digits encoded
on it. Decryption techniques reveal that this is a universal encyclopedia,
and all sorts of useful facts are discovered about faster than light travel,
mathemactics, etc, especially after the index has been found, which is also
embedded in the sequence. Eventually, a reference is found to a history of
the alien species which constructed the artifact, and they are found to have
been enormously civilized etc. The construction of the artifact was an
important event to them, and there is a reference to a "cosmic joke" which is
something the aliens realized round about this time...

It seems to me that, for representing a zero-letter word, there is a
single way to do it, if you want to be consistent with the classical
definition of the length: this is by writing an empty word, which by
definition contains no letters (or, more precisely, no elements of
the symbols set used for building well-defined words), and therefore
is of (classical) length zero.
This solution has also the advantage of being independent of the
numeric basis used (916.9 works if this one is 10).
Now, there is a space (or an element from the symbols set used for
separators) between every two words, so there is a double space in a
succession NON-zero-letter-word --> zero-letter-word --> -- >
NON-zero-letter-word, like here. Or here . Or here. (I agree that,
though perfectly fit for a computer reader, this representation is not
so easy for a human reader, for the usual separator = the space).
What to do at the end of the line? Well, the end of the line is a
separator, so double it (leave a blank line)!
This is,
however,
much more problematic
for
freely
written
text
like
this one .
So... the subject is not closed. It seems that in this case we cannot do
without a special symbol or the solution 916.9.
And, of course, certain people find difficult to represent four-letter
words!

| There is another solution.
Add 1 to each digit, and use a word of that length.
So 0 is represented by a 1 letter word, 1 by a 2 letter word etc.

For those who are unsure about the gibberish in the previous reply,
it's in SIXEL format. For a quick look, you can do EXT TT but it should
also print OK on LN03 printers or any CPS controlled PostScript printer
(print as ANSI).
(NB: It screws up reverse video characters on my VXT2000.)

If you can't see that sixel message on your decterm, change the
<esc>Pq
to
<esc>P;2q
(This problem is fixed in newer decterms).
