In the United States there are statutes which say a commissioned officer
is subject to activation until age 65. This permits manpower to be captured
that is resident within the retired lists.
Also within the Army Reserves, a retired member may "unretire" if s/he
can find a unit who will sign for him; summercamps are an example when
manpower might be desired; Desert Sheild is another. The regulations need
to be scruitinized very closely to pull this out.
The key is "convenience of the government".
