| More informations :
In fact the problem is the same in getting or verifying licenses.
The pc client run two protocols ( ip and netbeui ) if i remove
netbeui the problem goes away .
Any suggestions ?

Try enabling logging for all license info and then check that you
see the PC do 2 license requests (one for each protocol). The server
will do a verification for 1 protocol and the other will time out.
Have seen simialr before so it might be the same for your system.

But sometimes the license isn't got/verified at all with the two
protocols and the customer needs both netbeui and tcp/ip .
Any other ideas ?

The only other thing I can think of that may help is to stop the bing
of the license requestor to tcpip on the 95 box to test, but it should
work OK.
The only other thig is to try and get a IRIS trace.
