	Most dads aren't deadbeats

	Our organization challenges the State of New Jersey to do it's job.
	There is a constant litany of complaints that fathers aren't paying
	child support.  We Disagree.  Many fathers do pay support but aren't
	allowed to see their children because of an oppressive government
	and vindictive custodial parents.

	The following reasons are why fathers and children should be allowed
	visitation rights with each other:

	In the U.S., according to the U.S. Census Bureau, 38 percent or
	approximately 6, 650,00 children have visitation access with the
	non-custodial-parent interfered with by the custodial parent.  In 
	95 percent of these cases it is the father who is being interfered
	with.

	In New Jersey this figure is approzimately 220,000 children having
	visitation access interfered with.  In 95 percent of these cases
	it is the fathers who suffer interference.

	Of the 38 percent of the fathers with visitation inteference, 45 
	percent pay child support on time and in full.

	Fathers with enforcable visitation access pay child support on time
	and in full 79 percent of the time.

	Fathers with enforcable joint custody rights pay child support on 
	time and in full 90 percent of the time.

	Fathers who are arrested in "DEADBEAT DAD" raids pay only 10-15
	percent of child support owed.  Most of these fathers don't or can't
	see their children.  Debtor's prision doesn't work and is illegal.

	If New Jersey wants high child support compliance rates, they 
	should enforce both parts of a court order otherwise the whole 
	system is going to collapse.  The collapse is already happening.
	Child support collection rates have dropped considerably since 1988
	and are now below 50 percent collection rate.  New Jersey Taxpayers
	are footing the enormous bill of support collections to the tune
	of $500 million per year.

	The bureacracy doesn't work.  WHy doesn't the state get it's act
	together and start enforcing the realities and working towards a 
	sane solution?

	Child support is a two-way street.  It is linked to access by 
	non-custodial parents with their children.  Until government begins
	to relaize this it is going to further the destruction of the 
	family and waste huge amounts of taxpayer's money.

    Recently there has been a push in U.S. Congress to make interstate
    flight to avoid child support a federal crime.  I have seen several
    radio and television interviews I have seen of members of this
    so called commission ( I view it more of a witch-hunt ) that was 
    appointed to "study" the matter.  When confronted by the facts
    that men who have access to thier children are much more apt to
    pay child support the answere is "Visitation is a separate issue.
    let *them* worry about that".  ***Excuse Me*** this commission
    is supposed to study ways to increase child support, yet they
    intetionally ignore one *major* problem in helping resolve the
    issue in favor of "Stick it to 'em even harder".  
    
    I heard an interview with a man named David Tiebado (sp) who has
    written a book called "Political Correctness, The Cloaning of the
    American Mind".  His openion is that "Politically Correct Multi-
    culturalism" is "The McCarthyism of the 90's".  I couldn't
    agree more.

    The honorable Pat Shroder is advocating the attitude that support and
    visitation are "two seperate issues". I watched the hearings you are
    mentioning on c-span. The bill is called "The Child Support Assurance
    Act" and is to replace AFDC by mandating a "minimal financial
    threshhold" for child welfare. One main theme was that a child has a
    right to a parents income and is a right at birth. Thus the decoupling
    of financial support from visitation and custody issues. The bill would
    also attempt to "NATIONALIZE" child support guidelines. 
    I concur with your perception of "witch-hunt". 
    As I have stated in other notes this has become a "REVENUE" issue and
    in the present enviroment congress will do almost anything to get more
    money into the coffers. Need I say the writing is on the wall.
    There was about 15 individuals testifying. All were either
    beurocrats,politicians or employees of government agencies. NOT ONE
    REPRESENTATIVE OF NCP'S!!! 
    One more thing. The support collection would be structured like
    federal withholding and implemented by the IRS. Imagine trying to
    reconcile any errors in the amout being paid or not being paid.

    AFDC is failing. It is costing government(s) major money. The
    problem is that they <who ever is responsible> want to solve this
    problem with a band-aid fix. By making NCP scape goats, the revenue
    shortage is fixed. They don't look at the cheats, the frauds, those who
    have children by unknown men or casual acquaintances. Scary, I am
    starting to think that Dan Quale was right in his remark of AFDC being
    an endowment vs a helping hand for those in need. And hence goes the
    remarks of the views of this bill and child support/visitation.
