Hi,
I'm trying to put up Windows NT 4.0 Workstation on a brand new
Pentium 166 with an 8X Mitsumi CD-ROM and need some help.
I have the 3 Windows NT 4.0 startup diskettes as well as the
CD.
How do I do the installation so that the PC recognizes the
CD-ROM?

Have you tried installing via the 3 diskettes yet? Support for ATAPI
CD-ROMs is built in so it should just work.
