This would be a good candidate for using telnet.

You could use RCMD from the resource kit (set it up as a service).
Then you can physically connect to the remote system and use
TLIST and KILL.

??? TELNET ???
Obviously you know something that I don't. How do I set up NT so that
I can TELNET into it? I don't see anything under CONTROL
PANEL/SERVICES, nor under NETWORK.

A telnet daemon isn't included in the stock Windows NT, but you can get
one from the NT 4.0 resource kit. There are also 3rd party offerings.

| I've also see a freeware rshd that you might be able to use for this
(you'd have to know the PID of the process you want to kill).
Probably in the UNIX ports area of windows95.com.
