    There are BOOTP/TFTP servers available for NT.

|  |     I didn't verify it, but apparently DIGITAL NT distribution contains
    the file tftpds12.zip which is reported to include a tftp and
    bootp server.

I have been using a bootp/.tftp server for win95/nt (32bit) that 
was put out by the NetRider folks.  I use it to play with some
routers in the lab for code upgrades.   It is rather small and
works very nicely... 
As I understand it, it was designed for those people with terminal
servers that needed a Windows based TFTP/bootp server...  you
might ask around and see if someone in your area has a copy.
