I'm building a time server now for both Intel and Alpha. There are
a number of bugs that I'm still working out of the code and the build
procedure. The sources are about as official as they'll get: NTP 3.5f.

use the Timeserv bits from the resource kit. You need to have a
machine on your local subnet that is advertising itself as a
timeserver in order to use just bare NET TIME. You can also install
the timeserv bits and point to one of a number of well know corporate
time servers (for instance the Unix servers in Palo Alto) or use a
modem to synch with a number of external sources that are built into
the kit.
