| I have deleted note 24, which dealt with a problem accessing this
conference. The other notes with deleted base notes will remain
as-is.
People who are new to notes can take advantage of an "on-line"
introduction to VAX NOTES. Most systems which have installed NOTES
will have a sample conference already in their local notes
library. Perhaps you see one called SAMPLE_CONFERENCE in your
notebook already. If so, OPEN SAMPLE_CONFERENCE and follow the
instructions to learn about using VAX NOTES.
If you don't have the sample conference on your local node, I've
got it on QUARK. Use the following command to add it to your
notebook:
ADD ENTRY SAMPLE_CONFERENCE /FILE=QUARK::NOTES$SAMPLE
The sample conferences teaches you about the various ways of moving
around a conference, how to write and reply, and gives hints on
effective note writing. I highly recommend it to new noters.

| Please pay VERY careful attention to the following:
When writing notes that discuss other identifiable individuals,
whether or not that individual is a current DEC employee,
be EXTREMELY careful not to make negative comments about such
individuals. Such notes could be considered harrassment, and
could have extremely serious consequences for you, your career,
the moderators, the corporation, the existence of this conference
and the existence of all other employee activity conferences on
the network.
Even if you don't consider your comments harrassing, your target
may do so, with possible extreme negative consequences. So PLEASE
err on the side of caution and take Thumper's advice ("If you can't
say anything nice, don't say anything at all.") After all, we have
seen what can happen already.

| A mechanism for submitting anonymous notes has been created. Anonymous
notes can be used when you wish to say something that you don't
want to have general readers know who wrote it. However, the contents
of such notes, like any other, must be appropriate for the conference.
To submit an anonymous note, mail the text of the note to a moderator
(pick any moderator, one you don't know or perhaps one you do),
and request that the note be posted in the conference. Specify
a note number if it is to be a reply, and a note title if needed.
The moderator will then, if the note is considered acceptable, post
the text in the conference, indicating that it is an anonymous entry.
Note that at least one moderator must be able to identify the
contributor of each note - you cannot avoid responsibility for
a note by making it anonymous. The moderators will make every effort
to conceal your identity, but can make no guarantees - we have no
legal immunity, unlike press reporters, lawyers, etc.
Noters who wish to send mail to the author of an anonymous note
may do so by sending the mail to the moderator who posted the note,
who will then forward the message, assuming the message is not
harrassing in nature.
To see a list of the current moderators, use the SHOW MEMBERS command
at the Notes prompt.

| Yes, yet another rule...
As mentioned earlier, each contributor to this conference must accept
responsibility for what they write. Part of this requires that
the moderators be able to identify the author of each note.
Lately there has been an increase in notes written from "generic"
usernames, such as OPERATOR or DEMO. Unless the author includes
their name in the note, it is difficult to determine who wrote it.
Therefore, the moderators will from now on hide any note where the
authorship cannot be obviously determined. If you are writing from
an account where the username is not your own name, you must include
your real name in the text of the note. An alternative which can
be used if you are the only user of the account is to add a reply
to note 3 giving your name so we can make the correlation.
If you wish to contribute anonymously, there is an established
mechanism for doing that. See a previous reply to this note for
details.

PROPER USE OF DIGITAL COMPUTERS, SYSTEMS AND NETWORKS
POLICY
Digital owns and operates computers, systems and networks in support
of Company business activities. Systems should be used to enhance the
cost effectiveness and efficient running of the business, to assist
employees in being more effective in executing their duties and
responsibilities, to foster appropriate open and efficient
communications and to perpetuate the use of computers in day to day
activities. The efficient operation of these vital resources is
critical to the success of the business. Therefore, it is the
responsibility of all employees to insure that these resources are
being used properly.
DEFINITION
For purposes of this policy, improper use includes, but is not limited
to, the use of Digital owned and/or operated computer systems and
networks for the purpose of gaining unauthorized access to internal or
external computer systems or accounts, for personal purposes that are
contrary to Company philosophy or policy, for purposes that interfere
with the Company's business activities, or for purposes of individual
financial gain. Examples of misuse could be transmitting offensive,
harassing and/or devaluing statements, developing and transmitting
inappropriate graphics, transmitting sexual or ethnic slurs or jokes,
soliciting other employees, developing chain letters, communicating
matters of private conviction or philosophy, permitting unauthorized
access, etc.
RESPONSIBILITIES
INFORMATION SYSTEM MANAGERS: Information Systems Managers must ensure
that computers, systems and networks that they manage are clearly
operating in support of Company business activities. This could be
accomplished by reviewing equipment usage and educating users, issuing
periodic systems management advisories. Information Systems Managers
will also immediately investigate and report any incident of misuse by
an employee to the employee's manager.
MANAGERS: Managers should periodically remind employees about the
proper use of Company computer resources and with proper consideration
of employee privacy, monitor these resources to insure that they are
being used in accordance with this policy. Additionally, in cases
where there is suspicion of improper use, managers should discuss the
problem with the employee in question, and, if appropriate, involve
Security. In cases where improper use has been clearly established,
the employee should be dealt with in accordance with the Corrective
Action and Disciplinary Policy (6.21).
EMPLOYEES: Employees are expected to use Company sponsored computer
resources in accordance with this policy and to support company
business activities. In addition, employees should report all
potential misuse to the appropriate Information Systems Manager and/or
their supervisor.

| The question of moderator "censorship" and the "violations of
freedom of speech" in Notes conferences comes up on a regular
basis. It therefore seems worthwhile to say something about
freedom of speech and noting. The following is my best
understanding of the legal and policy situations regarding this
topic. I am not a lwayer, nor do I make corporate policy. I may
be mistaken. However, until I find out that I am, the following
is the basis for the way that I moderate this and all other
conferences that I moderate.
Bald statement: Freedom of speech and freedom of the press DO
NOT APPLY to DEC-owned VAX Notes conferences. So far as I know,
it is the position of Digital's corporate legal office that
conferences on DEC-owned machines are corporate documents, and
that they must be treated as such. The reason for this is quite
simply that this is the way the US legal system treats things
like them, and that therefore it can be expected to treat
Conferences that way.
Since Conferences are corporate documents, the corporation has
not merely the right, but the obligation to control what is in
them. What we as DEC employees put into the corporations
documents can affect Digital. We therefore are responsible for
seeing that we do not put anything that could be injurious to
the corporation into these conferences, and the corporation has
the right to insist that we do that, and to clean up when we
don't.
To date, the corporation has seen fit to allow both direct
project- and job-related conferences and employee interest and
valuing differences conferences to be moderated and control in
an informal way. Management has recognized the value of employee
interest conferences and has, at least in these parts, stated
its active support for them provided that there are rules for
running them and people willing to take the responsiblity for
seeing that those rules are enforced.
Issues of what you may or may not say in this or any DEC-owned
conference are not matters of freedom of speech or freedom of
the press, but of the proper use of DEC resources, and the
editorial control that DEC can and must exercise over its
corporate documents.
As I said at the outset, I believe this to be the case, but I am
not in a position to have absolute confidence in it. It is
therefore quite reasonable to disagree with me or to want to
discussthis topic. This discussion (1.*) is reserved for
moderator announcements and the like, therefore if you do want
to discuss this, pleas start a new topic. One guideline, though.
Please do not discuss the details of specific moderator actions
in this or any other conference.

| Welcome to the HUMAN_RELATIONS conference. Topics discussed here cover
just about anything related to humans and how we interact with each
other. Some popular subjects are love, divorce, turn-ons and turn-offs,
taboos, embarrassment, and electronic relationships - but feel free to
talk about anything you like within the broad confines of "human
relations". However, please try to keep to subjects dealing with
personal interactions - broader political topics are probably more
appropriate in other conferences. If in doubt, don't hesitate to ask a
moderator before writing.
While we'd prefer the discussion to be as uninhibited as possible, we
know from past experience that if "anything goes", one thing will be
sure to go - this conference. Thus we ask that you, as a mature adult,
to refrain from entering notes which you think would be extremely
upsetting to Digital management. For example, "four-letter words" and
explicit description of sexual practices are rarely necessary in order
to get your point across.
If you are ever in doubt as to the suitability of something you'd like
to enter, please consult one of the conference moderators by mail
before entering the note. We promise a quick response to all
inquiries.
Likewise, as a mature adult, we ask that you be tolerant of other
people's way of expressing their thoughts and be sensitive to the
feelings of others. If you object to an entry, please send mail to the
author and discuss the topic off-line. Only if you can't resolve the
matter to your mutual satisfaction should you consult a moderator. If
you are easily offended by material related to human emotions and the
expression thereof, perhaps this conference is not for you.
Most conferences have rules, and this one is no exception. Our rules
are not meant to inhibit people, but are intended to allow this
conference to be the most useful to the widest possible audience within
Digital without posing an undue risk to the file's existance, the
moderators or the contributors. In that spirit, please observe the

1. The contents of this conference are FOR DIGITAL INTERNAL
USE ONLY. No part of this conference may be shown to anyone
who is not a current Digital employee.
2. No part of this conference may be transmitted to any other
party without explicit permission of the entry's author(s).

5. Our typical action involving an inappropriate note will be to
return the text to the author and remove it from the conference.
Each note so returned will be accompanied with an explanation of
what is wrong and will contain suggestions, if appropriate, to
revise the text so that it can be reposted. Hiding of notes will
also be used under certain circumstances.
6. Personal attacks in notes are forbidden. Please avoid direct
criticisms of other noters or identifiable individuals. Rather
than attack the noter, please try to disagree with the substance
of their text. Furthermore, personal arguments and discussions
not of interest to the community at large should be conducted
by MAIL.
7. Please take the time to learn the elementary NOTES commands
needed for proper noting etiquette. Use REPLY when you want
to add a comment to an existing entry rather than WRITE. If
you enter a note that you want to move or modify, DELETE it
and then use REPLY/LAST or WRITE/LAST as is appropriate.
Moderators reserve the right to move entries when they are
obviously misplaced. Please use mixed upper and lower case
when writing notes. If you have questions about using the
NOTES utility itself, ask a friend or a moderator, don't enter
a note about it.
8. If you have a problem accessing the conference, please contact
the conference host moderator, Steve (QUARK::) Lionel, by MAIL.
For questions or comments relating to the conference in general,

| With the addition of MENNOTES to QUARK, NOTES activity during peak periods
has become more intense. Especially between noon and 1PM, Eastern time,
the NOTES servers often become full to their capacity (32) of network links.
The symptom you will see when the servers are full are the error messages
"network partner exited" or "insufficient resources at remote node". If
you get these, please wait several minutes and try again.
To this end, and to make the conferences more accessible to more people,
I have modified the "link monitor" batch job that runs on QUARK to be much
more aggressive between the hours of 11 and 2. Between those hours, it runs
every 30 minutes, and disconnects the NOTES link of anyone who had that link
open during the previous run. This means that you get somewhere between
30 and 60 minutes of NOTES activity during those hours, which I would think
is MORE than enough for anyone. During other hours the batch job runs
at intervals of 90 minutes or 4 hours on weekends. If the link monitor decides
to disconnect your link, you'll get an error "network link disconnected by
third party". Also, I keep track of who has their links killed, and may
decide to send mail to "repeat offenders" if the problem gets severe.
Please, PLEASE! Open the conference, do your noting, and close it so that
someone else can get in! Do not open the conference and leave it open while
you're not actively using it.
There is plenty of capacity for everyone if people are just a bit reasonable
at how they use notes. Avoiding noon-1PM, if possible, would be much
appreciated.

| A DNS (Distributed Naming Service) name for this conference has been created.
If you have VAX NOTES V2.0 or later, you can use the DNS name instead of the
DECnet file specification to locate the conference. The advantage of the DNS
name is that if the file changes locations in the future, you will access the
new location automatically.
Use the following NOTES command to set the DNS name for this conference:

| You may get one of the following errors when trying to access a notes conference
on QUARK:
remote node not reachable
remote node no longer accepting connects
insufficient resources at remote node
network partner exited
object unknown at remote node
Any of these errors means that QUARK is either unavailable or is filled to
capacity with NOTES links. Please try again later.
If you get the error
remote link disconnected by a third party
that probably means that you were connected to QUARK too long (at least
an hour) and that the link monitor disconnected your link.
Any other errors should be reported to me by mail.
In order to prevent frustration caused by the link disappearing when you are
entering a long note, you may want to consider composing the note in a separate
file and then using the "WRITE filespec" (or "REPLY filespec") command to
enter it. In this way, the contents of the note will be preserved in case
it is unable to be written to the conference.

We've recently learned that a Digital employee has been contacting
women members of this community and, in the context of seeking
information and help with a personal relationship, engaging in
sexually explicit conversations with them. We have asked him to
stop and to seek further help through more conventional channels
such as the EAP.
Here are some things you can do if this person contacts you:
1) Do not feel obligated to answer any questions at all.
2) If you are talking to this person and start to feel
uncomfortable, let him know that you feel this way and disengage
from the conversation. For example, "I don't want to be rude, but I
don't feel comfortable talking about personal matters with you and I
want to stop now. Goodbye."
3) Let the moderators know *right away* so that we can work on
preventing this behavior in the future. This is important!

back at it! We believe the excuses being given are fraudulent and
that this behavior constitutes sexual harassment within the meaning
of DEC Policy 6.03. We want to put a stop to it once and for all.

*tell us* so that our records show the real magnitude of what's
going on.
If you know of other files whose women members may be victims,
please mail this warning to the moderators of that file and ask them
to post it. And tell us about it.
This person has been put on notice by moderators of 4 major files,
ours included. One future incident will be enough for us get the
disciplinary action process started. If this individual makes
contact with you, please tell us at once! This exploitation must
be STOPPED.

A MESSAGE TO EMPLOYEE INTEREST NOTES FILE USERS
Over the last few months I have received a number of complaints
from employees, and individuals outside of the company about
material communicated in electronic mail systems and posted in
various employee interest notes files. After reading some of this
material it is clear that a reminder about appropriate comment and
behavior in these systems is necessary.
First, and most critically; the electronic mail systems and notes
files are company facilities subject to normal workplace rules of
conduct. As such, the same rules that govern conduct and comment
in any other Digital workplace apply with equal weight in these
systems. Stated simply, if you wouldn't say something in a
Digital business meeting, you shouldn't say it in electronic mail
or notes. PERIOD.
Statements that attribute improper, illegal or immoral motives or
actions to others; statements that cast aspersions on the
character or integrity of others or that amount to libel or
slander are not permitted. PERIOD. In this regard, it does not
matter whether the individuals subject to the comment are elected
public officials or directors of organizations disfavored by the
author. There is no "Public Figure" exception in these systems.
Comments of a sexual nature are not acceptable whether they are
about the author or directed at others. Similarly, comments that
degrade, devalue or discriminate against others are also
prohibited.
Neither the notes conferences nor electronic mail should be used
to solicit other employees. This prohibition covers efforts to
solicit employees for personal or political gain, to sell or
market goods or services (except authorized marketplace or
discount conferences) and efforts to solicit employees to take
action, sign petitions or support particular causes or candidates.
Finally, employees should remember that it is never appropriate to
spend working time in employee interest notes for non-work
purposes. Personal or entertainment activities in these notes
files should be limited to assigned break times, lunch time and
before or after business hours.
Employee interest notes files and conferences provide an
electronic forum to share ideas and opinions about matters of
common interest. In supporting these conferences, the company
understood that there would be occasions where employees would
disagree on issues being discussed, but we believed and continue
to believe it is possible to disagree without being disagreeable.
Personnel Policy 6.54, Proper Use of Digital Computers, Systems
and Networks provides further information about appropriate
conduct and comment in these systems. Employees who fail to meet
these expectations, or who use company computer systems in ways
that are contrary to the letter or spirit of that policy are
subject to Corrective Action and Discipline up to and including
the termination of their employment.
The moderators of these conferences, along with your system
managers, personnel representatives and the Personnel Policy
Manager are all available to answer any question you might have
about appropriate use of these systems.
Please feel free to forward this memo to other Digital notes
files and conferences.

| This conference will be "rolling over" to a new version on Sunday, January 24.
The old version will remain available as QUARK::HUMAN_RELATIONS_V1, and will
be writeable for a week after the change. When the new conference is
available, you will need to do a SET SEEN /BEFORE=20-JAN-1993 in order to
reset your "Seen map".
