On Saturday or Sunday, you found a plastic bag on your house doorknob. 

In addition to a rag called The Independant and the K-Mart flyers, this
week's bag contained the Town Warrant. 

The Warrant is the agenda of the Town Meeting coming on the 15 & 16th.
In particular, it contains all the budgets which will be voted,
plus non-money articles like zoning changes.  It also contains lots of
explanatory text about the budgets and what happens at Town Meeting. 
There are even graphs, charts, and a glossary of terms. 

This is it folks, New England's own do-it-yourself democracy in action. 
Either you vote for the budgets the way you want, or you let your
neighbors do it for you. 

Now, I've lived in town for five years, and I didn't know about this
business  until this year.  I imagine that in the past, I just pitched
the whole bag into the trash, and never even noticed the Warrant.  (This
year, I pitched the other stuff into the recycling bag, before taking
the Warrant in the house.) 

If you've already discarded the Warrant, the Town Clerk's office had a
pile of them last time I checked.
