| I don't think they are pipes they are installing...... (I could
be wrong). It looks like they are just cleaning off the roof so
they can redo it.....
Anyone care to make a further more educated guess?

| The roof on bldg. 3 is practically done.
It looks like the pipes are a safety fence to keep anyone up there from falling
off.

| I have seen them used as such by a workman that tied a
saftey line to one before he walked (slid?) down to the edge to
do some work. That stuff is VERY slippery!!!!!

That is probably the best guess at what these pipes are for,
but if that is the reason, why are there two sets - one at the
upper part, and one at the lower part?

I would think it would be pretty hard to fall 'onto' the upper
restratint, becasue its so close to the peak. Additionally,
the lower restraint should do the trick by itself, should
somebody fall.

First, I concur with Bob's observations that the new surface appears very
slippery. While they were working on the roof, workmen placed series
of square rubber(?) mats along the peak of the roof to walk on.
Second, the fences that are there are quite open - just three wire strands
hung between the posts. This would be so snow can fall off the roof
instead of building up behind a thicker fence.
Two thin fences gives a workman two chances to catch something
should he fall.
Last, two sets of fences means you don't have far to fall before you one.
