Running over a WAN

DMQ V3.2 <---WAN---> DMQ V3.2A ECO1 <---WAN---> DMQ V3.2
DU????			DUV3.2		    Intel NTV4.0 SP2

both links start cycling up and down when the response time
(as determined by ping and traceroute) starts getting up into
the seconds.  When the response time is continually in the
range of seconds the link will cycle every 90 secs.  It appears
as if the link ping will close the link if it doesn't receive
as response within a second or couple of seconds (no ping 
environment variables are set so just using defaults).  Is there
a way to adjust this behaviour.

This log is from the intermediate node but all cycle
looks the same on all hosts.
