I don't think there every was an offical V3.1 Windows Client Library -
I may be wrong but I think the version went from V3.0.some-minor-rev to
V3.2 and that the V3.1 was an internal only kit.

| Alan is correct, the V3.1 kit was for internal use only. See note 4.79 for a
pointer to the 3.2 kit.

Is there some reason why you want the 3.1 kit instead of the 3.2 kit?
