    Is there any supported method for opening a new EVL log without using the
    DMQ$MGR_UTILITY program? Basically I require a program to run once a
    week that performance a clean-up of DMQ logs.
    
    I realise I can enable DMQ$DEBUG and figure out what DMQ$MGR_UTILITY is
    doing but I'm wondering if this is a supported approach.
