Problem seems very close to that reported in note 861 and 837.
Found a patch in oils::/public/product/x25_for_osf/v2.0/SSB/patches/sca_148 :
PROBLEM:
Crash when DECnet Transport or Routing attempt to clear an X.25 call.
ANALYSIS:
An incompatible header file used by DECnet and X.25 resulted in a
mismatch of structure size, (AccClearParams). X.25 attempted to
dereference fields which were filled with garbage.
Please confirm that indeed this patch solves this crash??

The problem you have is solved by:
oils::/public/product/x25_for_osf/v2.0/SSB/patches/cfs35168/cfs35168.README.
I suggest you upgrade to V2.0a of the product to obtain the benefit
of many other patches.
