    	Jeff Daniels, Catherine O'Hara, Dabney Coleman, Rhea Perlman,
    	Hector Elizondo.
    
    	Jeff is a criminal psychologist who learns from an inmate
    	that there is $8M in "skimmed" Mafia money buried in the
    	cellar of a house.  He tells him the house number, and the
    	inmate in the next cell hears most of the location but has
    	to guess [wrongly] at the last digit.
    
    	The next day, Jeff's apartment blows up, and Jeff barely
    	escapes [unbeknownst to all involved, of course], and heads
    	over to the address to try and recover the money.  And the
    	inmates end up at the house next door, holding the owners
    	hostage and digging up their cellar.
    
    	And in this neighborhood of nosy neighbors, not much goes
    	on without Dabney/Rhea knowing about it.
    
    	It's no "Mad Mad Mad Mad World" but it's pretty good.  A
    	small mix of budding romance, light slapstick and comedy.
    

    This is a new release in the theatres or on video?

...because it was released in 1992 (and was known as Paydirt at that time).
