    Hi Moshe,
    
    Sorry that you did not get the expected comments. I tried to reproduce
    the problem on  Alpha VMS 6.2 , CDD/Repository 6.1-03 , Rdb 6.1-1 and
    COBOL  V2.2-674. If I define CDD$DEFAULT to be sYS$COMMON:[CDDPLUS], the
    COBOL compilation containing a COPY FROM DICTIONARY clause starts a
    READ ONLY transaction; if I define CDD$DEFAULT to be 
    sYS$COMMON:[CDDPLUS]JACOBCDO , the COBOL compilation starts a READ
    WRITE transaction! 
    
    Strange isn't it ? Probably something to report if we still get no
    comment ...
