One of my canaries has a problem with one of his tail feathers.
It's sticking out at a rather odd angle, and looks to be "bound"
together by an outer sheath.  I assume this is a feather that's
just developing abnormally?

Is there a technical term for this?  What should I do about it?
Is it something I can treat, or should I take him to the vet?

    Try to get a hold of the canary and GENTLY rub the outer edges of this
    sheath to release the end of this new feather growing in.

    I have read several times that spraying the bird with water daily
    helps moulting birds. The sheaths can get tough and cause real 
    discomfort for the birds and by spraying them once a day is releaves
    the dryness.

I noticed last night that the feather seems to be coming out of the
sheath.  It's striped black and white, like about half of his tail
feathers.  Maybe the black part is stiffer?

Anyway, I'll catch the little guy tonight and give him a feather massage!
