are mutual funds which participate in them too; any from Vanguard?

I opened a US SAvings Bond in Feb. 94 with the current rate of 4.00%.
Will my rate change to the higher rate or is mine locked in at 4 % ?

| EE bonds pay a variable interest rate, adjusted periodically.
The 4.00% you quote is the gauranteed minimum rate.
So yes, you're getting the current rate (as is every EE bond holder)
