    My Father is looking to invest some money into T-Bills.  I read
    somewhere, in one of the notesfiles, that one could open an account and
    purchase these Bills directly from the Federal Reserve.  
    
    Could someone explain to me how one would go about setting up an
    account and the appropriate phone number to call for the Federal
    Reserve in Boston?
    
    Also, any fees that may be involved.
