    Hi,
    
    A customer is getting the following problem. He is trying to install
    sccon and sccagt 1.3 on OpenVMS VAX 6.2.
    
    The SCCAGT instalation fails to create the PAW directory structure.
    We have tried Deinstalling both the SCCON software and the SCAGT, which
    makes no difference. The GUI interface is still installed and not been
    touched.
    
    When running the startup the following error occurs -
    
    $ @SYS$STARTUP:SCAGT_STARTUP.COM

    Can you suggest why this directory is not being set up correctly
    during the installation.
