[I don't think that this is a topic but Hackers, but here goes:]
a) Backup all the mail directories and copy them over to the new system
in some other area.
b) Define logical names to point to each mail file since they aren't
under the "mail directory".
c) For each of the old mail files do:
c.1) sel/all
c.2) move/all "New Folder" "New Mail file"

Why logical names?

Since MAIL supports separate mail files, shouldn't one be able to use
BACKUP to copy the mail files on the source system to a separate
directory on the destination system and then, in MAIL,
SET FILE copied
and
MOVE/ALL y original
for each folder, y, in the copied mail file.
Failing that, if you want to get more into HACKERS, what about just
MERGEing the two MAIL.MAI files and copying all the MAIL$*.MAI files
into one directory. I have done something like this previously and
vaguely remember that one can get a few errors but it does 99% of the
job.

VMSMAIL is a better spot.
And merging of mail files has also been discussed in the
