Dear moderator:

This mail is being sent to the moderators of all the employee-interest and
valuing-differences conferences.  There are a growing number of problems with
Notes in Digital, and I have created a new conference to deal with these and
other Notes-related issues.  I am seeking participation from as broad a base
in the Notes community as possible.  To this end, I ask that you post the
following announcement of the new conference in your conference.  (The
conference for which you are receiving this message should be indicated in the
"To:" line of the mail header.  You may receive this message several times if
you moderate several conferences.)

                        New Conference on Notes Issues


    All noters -- readers, writers, and moderators -- are invited to
    participate in a new conference to discuss issues about or involving
    Notes.  As we explore the communication medium of Notes, we discover
    new problems to deal with.  One problem is disputes between noters and
    moderators.  Complaints about diverse conferences have reached
    Corporate Personnel.  Ron Glover suggests that noters work to find
    something the community accepts as good standards for resolving
    disputes.  Discussion about this should involve all members of the
    community, not just moderators or writers.  I would like to create a
    process for resolving disputes which is generally accepted by
    moderators and noters.  So if you can help or are interested, I ask you
    to join us.

    Add the new conference to your notebook with the command:

    This conference has been established to discuss issues regarding
    Employee Interest Noting in the DIGITAL Equipment Corporation.
    
    Of late, it has become evident that some regard this activity as
    counterproductive and in fact detrimental to the interests of DIGITAL
    Equipment Corporation.
    
    I stand at the opposite end of the spectrum and hope, with the
    assistance of participants here, to be able to counter some of the more
    extreme allegations with fact and reasoned debate.
    
    However, this conference is intended to represent and debate a broad
    spectrum of opinions and I welcome comment from all sides of this
    discussion.
    
    To be fair, I wish to declare that the basis for my establishing this
    conference is to eventually come up with a memorandum, not exceeding
    three pages in length, to be submitted to the Operations Committee to
    actively seek their support of Employee Interest Noting.

    The following is the policy for all for sale/lease wanted topics in the 
    equitation notes file.  We the moderators feel that it is necessary to 
    start a policy for the ad section of this notess file in order to keep
    misunderstandings to a minimum in the future.  Your co-operation with 
    these new policies will be appriciated.
    
    Summary of the rules. Your ad will be deleted if you break a rule:

	o  Your name, mailstop, and DTN must be in the first 15 lines 
	   of the ad.
	o  Ads expire 180 days from the date the reply is entered.
	o  Use mail or the send/author feature of notes to inquire about 
	   items in a for sale/wanted ad.  Do not add replies to the topic 
	   that contains the item that you are interested.  Such replies will 
	   be deleted.

    Suggestions for a good ad -- remember the following points:

	o  Be descriptive.
	o  Include a descriptive title!!
	o  Add keywords to your note, if you choose (all ads
	   eventually get keywords).
	o  Include your asking price, if selling an item.
	o  Please include which state or country you're located in and 
    	   if the asking price includes shipping.  Not all of the users of 
    	   this notes file live in the same state or country and it is very
    	   difficult to tell from the node name of the author.

    
   Remove Old Ads >-

      All ads whose items have been disposed of should be deleted.  If you
      cannot delete the ad, send a message to the moderators stating the
      specific note to be deleted.  (It MUST be YOUR note!) If the problem
      is that you have moved from the system where the note was entered, 
      state it in your message. 

      Ads older than 180 days are deleted without notification.  It is the
      advertiser's responsibility to keep copies of the ad they place. When
      the item(s) in the ad are sold, please delete the ad and any replies
      if you wrote them.  If this is not the case, please send one of the
      moderators mail (do a SHOW MOD and it will give you all the
      moderators of this conference) and the extraneous reply(ies) will be
      taken care of. 

 
   Repeat Ads (BILLBOARDing) >-

      Please do not keep entering the same item just to get it in the public
      (NEXT UNSEEN) eye.  An item should be re-entered ONLY IF:

      1. an item has been sold from a list of items (delete original ad) 
      
      2. the price has changed (delete original ad) 

      3. there are other *real* corrections to be made:  spelling
         inaccuracies, owner information (DTN, LOC/MS), etc.  
         (delete original ad) 

      A corrected or changed ad should refer to the original ad by number
      and the original should be deleted.  The number will show up in
      archived directories of conference files giving title and date. 

   City, State + Area Codes >-

      Do not assume that our readers know what Area Code or state you are
      in by your system node name. If you use only DTN numbers a site code
      still doesn't tell me if you are a reasonable distance from me for me
      to expect to do business with you.

      Please include your location by City/Town, State.  If you use a
      non-DTN number, be sure to include your Area Code. 
      
      Eye catching ads don't sell here; complete ads do.

   DTN in First 15 Lines or DELETE/NOTE >-

      Your DTN and your name MUST appear in the first fifteen lines of your
      ad.  If not, a moderator/moderators may automatically delete the ad!
      If you are placing the ad for someone else, THEIR DTN or telephone 
      number must also appear within the first fifteen lines.
         
      There should not be any page breaks or form feeds <FF> within the
      first fifteen lines of the ad.  If there are, they may not occur
      before the DTN(s) appear. 

      Your name must accompany your DTN.  FOOBAR::COMMON_ACCOUNT is not
      enough identification. 

      If you do not want people to call you at your DTN, make that *very*
      clear.  People that answer ads should read them very carefully to see
      whether or not it would be convenient to call the work number and if
      so when. 

      Why fifteen lines?  That's how much text shows up on a VT100/2nn
      screen in a note.  This file takes up too much time as it is.  We
      don't like to have to go through long notes searching for DTN
      numbers and names.  Not everyone has a VSII or other work station
      that allows full page notes. 

      Your cooperation is and will be appreciated.

    Descriptive Titles  >-

      For courtesy sake, could authors of notes please make sure they use
      DESCRIPTIVE titles for their advertisements.  Something like "This ya
      gotta see" or "Hey baby" or whatever isn't descriptive of a dirtbike
      for sale or a female roommate wanted, etc... 

    Adding or Changing Information  >-

      If you currently have an advertisement in this conference and you are
      simply adding your DTN or bringing down the price a bit, please delete
      the original reply and reneter it rather than making it a new topic.
      Again, we have ways of finding out if you're just pushing your note
      to the front of the UNSEEN map.  Please don't play games with us.  We
      all have REAL jobs to do.

           A MESSAGE TO EMPLOYEE INTEREST NOTES FILE USERS
    
    
    Over the last few months I have received a number of complaints 
    from employees, and individuals outside of the company about 
    material communicated in electronic mail systems and posted in 
    various employee interest notes files.  After reading some of this 
    material it is clear that a reminder about appropriate comment and 
    behavior in these systems is necessary.
    
    First, and most critically; the electronic mail systems and notes 
    files are company facilities subject to normal workplace rules of 
    conduct.   As such, the same rules that govern conduct and comment 
    in any other Digital workplace apply with equal weight in these 
    systems.  Stated simply, if you wouldn't say something in a 
    Digital business meeting, you shouldn't say it in electronic mail 
    or notes. PERIOD.  
    
    Statements that attribute improper, illegal or immoral motives or 
    actions to others; statements that cast aspersions on the 
    character or integrity of others or that amount to libel or 
    slander are not permitted. PERIOD.  In this regard, it does not 
    matter whether the individuals subject to the comment are elected 
    public officials or directors of organizations disfavored by the 
    author.   There is no "Public Figure" exception in these systems.
    
    Comments of a sexual nature are not acceptable whether they are 
    about the author or directed at others.  Similarly, comments that 
    degrade, devalue or discriminate against others are also 
    prohibited.
    
    Neither the notes conferences nor electronic mail should be used 
    to solicit other employees.  This prohibition covers efforts to 
    solicit employees for personal or political gain, to sell or 
    market goods or services (except authorized marketplace or 
    discount conferences) and efforts to solicit employees to take 
    action, sign petitions or support particular causes or candidates.
    
    Finally, employees should remember that it is never appropriate to 
    spend working time in employee interest notes for non-work 
    purposes.  Personal or entertainment activities in these notes 
    files should be limited to assigned break times, lunch time and 
    before or after business hours.  
    
    Employee interest notes files and conferences provide an 
    electronic forum to share ideas and opinions about matters of 
    common interest.  In supporting these conferences, the company 
    understood that there would be occasions where employees would 
    disagree on issues being discussed, but we believed and continue 
    to believe it is possible to disagree without being disagreeable.  
    Personnel Policy 6.54, Proper Use of Digital Computers, Systems 
    and Networks provides further information about appropriate 
    conduct and comment in these systems.  Employees who fail to meet 
    these expectations, or who use company computer systems in ways 
    that are contrary to the letter or spirit of that policy are 
    subject to Corrective Action and Discipline up to and including 
    the termination of their employment.
    
    The moderators of these conferences, along with your system 
    managers, personnel representatives and the Personnel Policy 
    Manager are all available to answer any question you might have 
    about appropriate use of these systems.

Subject: Negative references to external businesses, services, etc.
    
    Over the last several months Digital has been contacted by a number of 
    individuals and business entities that were angry about negative 
    comments made about them in our Notesfiles and Conferences.  As the 
    Personnel Policy Manager for Digital I have been the recipient of many 
    of those notes.  I thought I should take the time to post this note to 
    inform employees that it is not appropriate for them to make negative 
    comments or references about any person or business entity in any of 
    Digital's employee interest notesfile or conferences.
    
    There are several reasons why we are establishing this rule. The first
    has to do with fundamental fairness.  It is simply not fair for an
    employee to make a negative comment about a business when we don't
    provide those businesses an opportunity to respond and defend 
    themselves.  This is particularly true given the fact that we have no 
    way of determining whether the comment is honest, fair, or accurate.  
    Clearly Digital has no intention, or desire, to open up its notesfiles 
    to third-party businesses so that they can engage in a debate about 
    whether they provide quality services.  The only logical solution then 
    is to ask our employees to refrain from using the Notesfiles to air 
    grievances they have with individuals, vendors, or organizations.  
    
    In addition to our concerns about fairness, we are concerned about the 
    potential damage that these kinds of comments may cause to third-party 
    businesses.  In that regard, employees should understand that they may 
    be personally liable if the statements they make cause harm to any 
    person or business.  Moreover, there is some possibility Digital may be 
    held liable for such comments as well.  Stated more simply, comments 
    made in a Notesfile or conference are in no way privileged or immune 
    from claims of liable, slander or defamation.
    
    We are asking all of the users of Notesfiles to exercise discretion and 
    judgment in the comments that they make in the system.  We are also 
    asking the moderators to go back and review the notesfiles they 
    moderate and to remove any notes that include derogatory references to 
    third-party businesses.
    
    Please feel free to contact your moderator if you have any questions on
    this subject.

    I hate to do this , but it seems that I must put on my moderator hat 
    today. 
    
    
    I have noticed a trend in several of the more recent notes toward a
    rather liberal use of profanities.  Even though I personally tend to 
    agree with most of the sentiments being expressed, I am also required 
    as a moderator to keep such usage to a minimum so that this conference 
    conforms to the Digital guidelines for notes conferences.
    
    
    In the future, let us all try to find other ways to express ourselves,
    our feelings and our opinions rather than to resort to vulgarities.

    Thanks to Donna Fultz(who still had Ed Fultz's indexing scripts from
    when he was moderator), I will be putting the Note 4 index back
    together over the next few days. 
    
    Since I'm not a VMS type(can you spell UNIX?), I'm sure there will be
    an error or two while I get organized. So, don't be surprised if Note 4 
    does weird things for a while. ;-) Honest, it's just me and not another
    "set seen" problem like we had a while ago.

    Well, it took a while to get the bugs out but I think we now have a
    reliable index generation script. I couldn't use the scripts Donna had
    sent me without some modification because many keywords had changed
    since Ed left. I didn't want to type up and/or manually maintain a file
    of keywords. With a few hours reading DCL manuals(YUK!) and a couple 
    hints from Vicki(Thanks, Vicki!), I figured out how to get a set of 
    keywords automatically generated and input them into the index generation
    script.
    
    The system log produced by one script contains the keywords and the
    index script is run later and reads it to get the keywords. It's set up 
    to automatically repeat weekly....until my VMS cluster gets taken down 
    for maintenance/repairs/upgrades. 
    
    Anyway, we now have an "Ed" style index with "Kiirja" style keywords
    which will automatically add new keywords to the index when necessary.
    
    
    No, I haven't figured out a way to get the replies to note 4 to be
    "invisible" to those who get them by mail. Those who use batch
    extracting might try the hints in 4.2 to avoid seeing the replies.

count/date going wacko today. We don't know what
the problem is.

To fix, use SET SEEN/BEFORE=6-JAN-1994 or the
set seen windows interface.

    Somehow, Note 2068 about Gifted got set /NOWRITE. None of us moderators
    did it, at least not on ppurpose! ;-) So, if you find any other notes
    that have replies prohibited, please let us know. 
    
    In the meanwhile, Note 2068 has been repaired and the additional note
    added to that topic rather than have two topics about Gifted's death.
