Bug Report:
In the shipped ncl_help.txt the top level topic "module_descriptions"
appears twice. This problem exists on the older V3.x versions of DEcnet
as well as the newer V4.x versions. It seems the reason is that you're
including both modules.hlp and module_descriptions.hlp in the NCL help.
The result is that the help command to NCL lists this topic twice.

Also it appears that both these modules are not the same. One seems to
be an edited version of the other. One talks about DEC OSF/1 the other
about Digital UNIX (I guess it was at that transition that it got
duplicated).
