    My wife want a ladies style bike (hybrid) that is around $350-400 and
    what do you suggest? She ia a little thing as well....

    By "ladies style" I'll assume you mean a mixte frame (no top tube).
    
    Just a little suggestion... Try and talk her out of that frame. It
    doesn't sound like she'll be doing any competitive or rough riding,
    but mixte frames, to sum it up, are trash. They're a much weaker frame.
    
    And... they haven't served any real purpose since the turn of the
    century when women were riding in long dresses.

My wife got a Trek 720 hybrid last year, and it seems like a fine bike for
~$350 (if I recall correctly). I've ridden it some, and it seems OK to me.
She has the step-through frame design, which effectively has a massively
sloping top tube (rather than the curved affair which, for example, old Schwinn
frames used). She doesn't ride with a skirt, so that's not an issue, but I
think she likes to be able to step in and out of the frame rather than climb
aboard like a horse.
