I'm normally not one to complain about a good thing, but it seems
BICYCLE has been fairly accessible lately. Is this permanent?

Looking at 1.last as of this morning, it says that the
restrictions will remain in effect.
They don't seem to be. (not that I'm complaining, mind you)

According to our moderator, access is allowed during the day as
long as the performance of the host system and the network is
deemed acceptable. If the performance is not acceptable, we will
go back to the 5pm to 8 am rules without prior notice.
