(Also posted in Cycle Racing Notes) For those of you who didn't know, that time of the year where you can turn your bitches into legislation is fast approaching. Any team can submit legislation for changing any rules or practices by the USCF. This needs to be in Colorado Springs by 5/1/91. Since I'm president of a club I can submit anything. How about some comments on the rules you "hate the most". These will be voted on by the House of Delegates in September. OK, for starters, here is what my club is sending in: 1. Any ride who places in the top five places in any Sr. Men's or Women's National Championship in two of the last three years will be offered first right of refusal for National Team membership and support. 2. The USCF National Coaching Staff must have full support at all times for riders in every Olympic event. 3. Any two or more Districts can elect to merge as a single district by a simple majority vote of all clubs in both districts. (watch out California and Colorado!) 4. Women riders can qualify for upgrade to Cat 3 or Cat 2 by earning points in Women's races. 5. Clubs need only pay sponsorship fees for direct cash provided beyond providing racing equipment and clothing, reimbursement of entry fee and coverage of travel expenses. 6. All officials will be fined $100 per occurrence for 1) disqualifying roadies for riding half the race left of the yellow line, 2) yelling at riders for not wearing head gear. 3) not allowing you to ride when you left your license at home, 4) starting riders by number in a short crit. 5) making Cat 4 riders remove their new Scott bars for a race. OK FOLKS, LET IT RIP, WHAT DO YOU WANT TO CHANGE THE MOST!

The first five I do. The last one may take a little more polish! Seriously, I have three members of the Board of Directors who are cosponsoring the first two. The others will take some discussion. The problem is that New Englanders always bitch about unfair rules but never even submit legislation to change the rules. Last year there were over 100 club proposals that got to the House of Deligates meeting. Most were from California and Colorado - none from NE. This year, our rep on the Board - Bob Beal - is up for reelection. I think that the area should get some support on local issues in return for our votes. mark | |||||

Mark, I do not think that women should be upgraded by racing just the women races. Have you ever watch women race. If a women is a cat 2 or cat 1 she could race races like the tour of lowell. can you see a women that never race with men racing that race. one of the reason behind that rule is to make every rider earn the right to race at those level. if a women can beat out cat 3 or 2 then yes upgrade her. but don't put her in a cat 2 race with men if she never race as a cat 3 race with men. Because your the president what reason do you have to support this. |
