Since your daughter is so young and is probably going to grow for
a couple of more years, I would think your worry would be just to
get a good cheap bike with half-way decent components that will
do for a short period.
If she gets more interested in biking after a few years, she can
worry more about getting a really good frame and (possibly??) decent
components.
As for Nishiki, Peugeot, etc...it depends on the specific bike.
I happen to have a three year old Nishiki Century (touring) that
has done me just fine. I am now looking for a better frame with
better components, like a Trek 1200, or one of the new Cannondale
series.
Thing is, I think to get a decent bike, meaning aluminum wheels
and an alloy frame, you should be going up to (at the bare minumum),
around $250 to $300. My bike cost me around $320 or so (back three
years ago). Under no circumstance do you get her a steel frame
with steel wheels, unless she's into pain (I used to be).
Your best bet is to take a friend with some good bike experience
to go with you and take a look at the bikes you are looking at.
