This is common when selling commercial vehicles.
You'll notice vans etc always advertised with a price plus vat.
It means that people that are vat regd see the price they actually pay.
If the car trader is vat regd then he has to pay vat like any other
business.

presumabyl whoever bought it originally was VAT registered or VAT
exempt. So when it's sold on for the first time VAT is payable, if the
person who buys it is also VAT registered/exempt they then reclaim the
VAT and it starts all over again.
You also have to cough up the VAT if you add windows to the sides of
a Van or convert a Pickup into a camper etc...

You must be joking Royston! They pay the VAT inclusive price and then
months later, they get the credit. Believe me, I am VAT registered!

they actually pay at the end of the day after the VAT is claimed back.
