I looked into this.
It's paid as salary - compensation for relocation, and it's taxed.
If you want it to count as business miles, you need to do a deal
up-front (if you can) toclaim it via your expenses, then it
will go on your P11D, not your P60.
I don't think you'll get anywhere, if you do, please let me know.

Maybe the system has changed in the last few years, but when I
relocated to Reading many years ago, I had to claim for relocation
miles as one would claim for business miles, except that it would be on
a relocation claim form. However, even doing this did not qualify my
mileage for being counted for tax purposes. (in that case it could have
pushed me above the 18,000 miles level). I didn't pursue this with the
IR.

| It is all to do with the fact the travelling from home to your "normal
place of work" is not allowable as business mileage.
The catch is that the IR decide where your "normal place of work" is.
Given that you have relocated ( by accepting the relocation deal ), I
can't see that you have any hope of claiming this mileage as valid
business mileage.

| When I joined, I claimed relocation milage on a standard expense
claim form. The miles appeared on my P11D, but it didn't
matter much then 'cos it was my own car.
